Iraq, the time between the first and second Gulf War.

Saddam has little access to cash and may only trade through the “Oil for Food program.” But without hard cash, Saddam can not rebuild his military or continue any of his secret programs. It doesn’t take long however for his government to figure out how to get hard cash back into the country and soon government tenders, a formal pre-approved request for goods, come into play.
Kick-backs, commissions and interest payments are just the beginning. International companies benefited from tenders that were never supposed to be, basically a system of getting hard cash into the country through the use of couriers and business meetings at the border and beyond.
We all know what happened afterwards, but how did he get all the cash into the country with so many safety mesaures in place?
